Reduces penalties for first-time marijuana possession of less than one ounce from a class 6 felony to a civil penalty of up to $100, doubled to $200 if unpaid within 90 days.

Increases penalties for possession of one ounce to two pounds from a class 5 felony to a petty offense, and for two pounds or more from a class 4 felony to a class 3 misdemeanor.

Reduces production and transportation penalties for amounts under two pounds from a class 5 felony to a class 3 misdemeanor.

Requires juveniles adjudicated delinquent for a first marijuana violation to complete at least ten hours of community restitution with drug counseling or treatment organizations, with full criminal penalties applying if not completed within one year.

Permits early parole or community supervision eligibility for prisoners convicted solely of marijuana possession or use under section 13-3405 if they have no prior felony convictions and are not serving concurrent sentences.
