Amends Arizona Revised Statutes Section 41-748 regarding transfer of accumulated annual leave between state employees.

Allows employees to transfer annual leave to family members in the same state agency or different state agencies if the recipient has a seriously incapacitating illness, injury, or disability (including pregnancy or childbirth-related) and has exhausted available leave.

Transferred annual leave is adjusted proportionally based on salary differences between the employee transferring and receiving the leave.

Limits use of transferred annual leave to six consecutive months per occurrence unless the employee applies for long-term disability insurance.

Expands definition of "same family" to include spouses, children, parents, grandparents, grandchildren, siblings, and various in-law and extended family relationships.
