Amends Arizona Revised Statutes section 15-1809 to modify the tuition waiver scholarship program for persons formerly in foster care.

Increases the maximum age requirement for receiving the waiver from 21 to 23 years old, allowing continued eligibility if the person is making satisfactory progress toward a degree or certificate.

Maintains eligibility requirements including state residency, U.S. citizenship or lawful presence, personal assets under $10,000, completion of federal financial aid applications, and 30 hours of annual volunteer service after the first academic year.

Establishes that tuition waivers are reduced by other federal aid, scholarships, and public grants, except grants from the Arizona education and training voucher program.

Requires the auditor general to review the pilot programs and submit an effectiveness report to state leadership by June 30, 2017.
