Amends Arizona Revised Statutes Section 34-401 to correct the effective date for automated external defibrillator (AED) requirements in state buildings.

Requires state buildings constructed or undergoing major renovations costing at least $250,000 on or after July 1, 2003 to be equipped with AEDs.

Directs the joint legislative budget committee and governor's office of strategic planning and budgeting to include AED funding in capital budgets for new state buildings starting in fiscal year 2003-2004 and each year thereafter.
