Amends Arizona Revised Statutes Section 5-403.01 regarding bingo license location transfers.

Requires prior written approval from the local governing body (city, town, or county board of supervisors) after a public hearing before a bingo licensee can transfer to a new location.

Licensee must submit the local approval document and existing license to the licensing authority, which issues a new license upon determining the transfer complies with statutory provisions.

Transfer becomes effective only when the new license is issued; temporary location transfers remain prohibited.
