Amends Arizona Revised Statutes Section 41-328 regarding prohibited conduct by notaries public.

Prohibits notaries from performing a jurat on incomplete documents and requires refusal if the document is known to be or appears incomplete.

Notaries are prohibited from notarizing their own signature or signatures of persons related by blood, marriage, or adoption, as they must remain impartial witnesses.

Notaries cannot notarize documents where they are an officer of a named party, a party to the document, or will receive direct material benefit from the transaction exceeding prescribed fees under Section 41-316.
