Appropriates $68,018,900 in fiscal year 2017-2018 to Arizona State University ($27,239,300), Northern Arizona University ($10,206,100), and University of Arizona ($30,573,500) for lease-purchase capital financing of research infrastructure projects.

Continues annual appropriations of $72,648,900 total in fiscal years 2018-2019 through 2047-2048, with amounts adjusted for each university.

Requires lease-purchase financing agreements to be entered into before July 1, 2017 and subjects them to specific statutory requirements while exempting them from certain debt calculation provisions.

Establishes that appropriations are continuing year-to-year but do not obligate the legislature to continue funding, and constitute current expenses rather than general obligation indebtedness.

Requires the Arizona Board of Regents to submit annual reports detailing efforts to ensure in-state construction companies can compete for projects and listing awarded contractors and jobs generated in Arizona.
