Amends Arizona Revised Statutes Section 26-342 regarding emergency and military affairs to add clarifying language "except as otherwise provided in this article" at the beginning of the statute.

Clarifies that the article does not preempt any local charter, ordinance or code.

Clarifies that the article does not require any state agency or local government to adopt or enforce any statute or rule.

Clarifies that the article does not affect or modify the obligations or liabilities of any person under federal law.
