Amends Arizona Revised Statutes Section 28-7046 regarding the opening, altering or vacating of state highways.

Changes the phrase "it shall enter a resolution on" to "the board shall enter a resolution in" to correct grammatical language in the statute.

Clarifies that the board (rather than using the pronoun "it") shall enter a resolution in its minutes when approving proposed highway actions.

Maintains existing provisions allowing the director to acquire property for highway actions by condemnation or otherwise once the board approves the proposed action.

Preserves the superior court's authority to review board decisions on state highway establishment, opening, relocation, alteration, vacation or abandonment through certiorari proceedings.
