Amends Arizona Revised Statutes Section 15-201 to modify the composition of the State Board of Education.

Increases lay members on the board from three to four members.

Adds a new position for a person who is an owner or administrator of a charter school to serve on the board.

Governor shall appoint all members except the superintendent of public instruction, with four-year terms beginning the third Monday in January.
