Requires the Arizona Department of Economic Security to develop a plan transitioning able-bodied adults from public assistance into the workforce, including potential federal waivers, legislative changes, and administrative program modifications.

Mandates annual reports to the House speaker, Senate president, governor, and secretary of state beginning March 30, 2016 for three years, detailing plan goals achieved and implementation impediments.

Allows the department to coordinate with other state agencies and pursue rulemaking changes to implement the transition plan.

Automatically repeals the reporting requirement on December 31, 2019.
