Amends Title 1, Chapter 2 of Arizona Revised Statutes by adding Article 4 regarding sovereign authority.

Requires the Governor to approve and notify the President of the Senate and Speaker of the House before the state uses personnel or financial resources to enforce, administer, or cooperate with proposed changes to the definition of "waters of the United States" by the U.S. Army Corps of Engineers and U.S. Environmental Protection Agency.

References specific federal regulations regarding waters of the United States (33 CFR 328.3 and 40 CFR sections 110.1, 112.2, 116.3, 117.1, 122.2, 232.2, 300.5, 302.3, and 401.11).

Allows the prohibition on state resource use to be waived on a case-by-case basis either by a legislative vote when in session or by joint approval of the Governor, President of the Senate, and Speaker of the House when the legislature is not in session.
