Amends Arizona zoning statutes (sections 9-462.01 and 11-811) to prohibit marijuana cultivation facilities and marijuana infusion production facilities within 1,000 feet of residential zoning areas or within 1,320 feet of places of worship, public schools, or private schools and accompanying grounds.

Defines "marijuana cultivation facility" as an entity that cultivates, prepares, packages and sells marijuana to medical marijuana dispensaries, other cultivation facilities, or infusion production facilities (but not consumers).

Defines "marijuana infusion production facility" as an entity that manufactures and sells marijuana products created through cooking, blending, or incorporating marijuana into consumable, edible, or transdermal products (but not to consumers).

Measurements for distance restrictions shall be taken from the exterior walls of the building where marijuana activity occurs to the zoning boundary line of residential areas or the property line containing a place of worship or school.

Requires a three-fourths affirmative vote of both houses of the legislature for the amendments to become effective, per Arizona Constitution article IV, part 1, section 1.
