Amends campaign contribution disclosure requirements for independent expenditures made by political committees.

Changes disclosure requirement from naming "the three political committees making the largest contributions" to naming "each political committee that made contributions that in the aggregate constitute twenty-five percent or more of the total amount of contributions."

Requires disclosure of the three largest contributing political committees only if no single committee has contributed the requisite 25 percent threshold.

Removes requirement to disclose telephone numbers of contributing committees on campaign literature and advertisements.

Maintains existing civil penalties for violations, with penalties up to three times the cost of producing and distributing the literature or advertisement.
