Requires political committees supporting or opposing ballot propositions to disclose on campaign literature and advertisements that the communication is "paid for by" the committee name and list the four largest major funding sources (or all sources if fewer than four).

Defines major funding sources as non-individual contributors that have made cumulative contributions of $10,000 or more for statewide or large political subdivision ballot measures, or $5,000 or more for smaller political subdivisions.

Mandates disclosure of out-of-state contributors or groups of out-of-state contributors on ballot measure literature and advertisements if they qualify as major funding sources.

Adds a new notice requirement for statutory ballot measures stating: "Notice: pursuant to Proposition 105 (1998), this measure can never be changed in the future if approved on the ballot except by a three-fourths vote of the legislature and if the change furthers the purpose of the original ballot measure, or by referring the change to the ballot" on both campaign materials and in the official publicity pamphlet.

Applies disclosure requirements to general public advertising through print, electronic media, signs, billboards, and direct mail, but exempts bumper stickers, pins, buttons, pens, and internal member communications.
