Requires counties and flood control districts to include rules in their directories of documents and make them available for public inspection at offices or on websites.

Allows emergency rules and rules required by state or federal law to bypass normal procedures, and exempts certain documents like ordinances, substantive policy statements, and internal procedural documents from the new rule-making requirements.
