Director of Arizona Health Care Cost Containment System (AHCCCS) must submit waiver applications to Centers for Medicare and Medicaid Services by March 30 annually to implement work requirements for able-bodied adults receiving AHCCCS benefits.

Work requirement mandates eligible persons either become employed, actively seek employment (verified by department), or attend school/job training at least 20 hours per week, with monthly verification of compliance and income changes.

Lifetime benefit limit of five years imposed on able-bodied adults, beginning from waiver effective date, with exemptions for pregnant individuals, sole caregivers of children under six, those receiving disability benefits, and full-time high school students age 19 and over.

AHCCCS administration authorized to ban individuals from enrollment for one year if they knowingly fail to report income changes or make false compliance statements.

Director must submit confirmation letter by April 1 annually to the governor, senate president, and house speaker confirming waiver submissions; administration is exempt from standard rulemaking requirements for one year after the bill's effective date.
