Amends sections 35-452 and 35-454 of Arizona Revised Statutes regarding public indebtedness and bond elections for political subdivisions.

Requires all election materials related to bond measures, including ballots, notices, and informational pamphlets, to use the words "property tax measure" to describe the bond question.

Updates election timing language to reference section 16-204, subsection F instead of the previous subsection B, paragraph 1, subdivision (d).

Specifies that bond counsel fees, financial advisory fees, printing costs, and paying agent/registrar fees may be paid from authorized bond funds or current operating funds, while bond election expenses must be paid from current operating funds only.

Requires ballot language and written information to clearly state that bond issuance will result in a property tax increase for debt service, with the option to note alternative funding sources if the governing body intends to use revenues other than property taxes.
