Prohibits participating candidates in the Citizens Clean Elections Act from accepting cash contributions for qualifying contributions, requiring only check or money order payments.

Amends section 16-946 to specify that qualifying contributions must be made by check or money order payable to the candidate's campaign committee, and explicitly prohibits candidates and campaign committees from accepting cash contributions.

Amends section 16-950 to require verification that qualifying contributions used for clean elections funding were made only by check or money order during the approval process.

Requires the affirmative vote of at least three-fourths of the members of each house of the legislature for sections 16-946 and 16-950 to become effective, pursuant to Arizona Constitution Article IV, Part 1, Section 1.
