Adds Article 16 to Title 23, Chapter 2 of Arizona Revised Statutes to establish a voluntary veterans' preference employment policy framework for private employers.

Defines key terms including "veteran" (person discharged or released under honorable conditions from active duty in U.S. Armed Forces), "DD-214" (Department of Defense separation form), and "private employer" (excludes state, political subdivisions, and public higher education institutions).

Allows private employers to voluntarily adopt a written veterans' preference employment policy applied uniformly to hiring, promotion, and retention decisions during workforce reductions.

Permits employers with a veterans' preference policy to require veterans to submit a DD-214 form to verify eligibility for the preference.

Legislature finds the policy does not violate state or local equal employment opportunity laws under Arizona Revised Statutes Title 41, Chapter 9, Article 4.
