Removes confidentiality protections for examination questions and examinee answers from state board of appraisal records, while maintaining confidentiality of appraisal reports and complaint documents until resolved.

Allows the board to investigate and discipline appraisers on complaint of any person or on its own motion, with expanded grounds for disciplinary action.

Prohibits the board from disclosing the name of a licensee during the complaint process unless the board determines a violation of law or professional appraisal standards has occurred.

Requires the board to dismiss complaints if no evidence of a violation is found, and prohibits disclosure of dismissed complaints through telephone inquiries or the board's website.
