Establishes a special instant lottery game with revenues dedicated to a new veterans' educational assistance grants fund, with at least 5% of annual revenues distributed to county treasuries.

Creates the veterans' educational assistance grants fund administered by the Department of Veterans' Services to provide tuition assistance grants to qualified military personnel at postsecondary institutions and basic peace officer academies.

Defines "qualified military personnel" as Arizona residents who are U.S. armed forces members with 90+ days of service after September 10, 2001, or Arizona National Guard members in good standing, enrolled in vocational or degree programs.

Grant recipients may only use funds toward tuition and fees at Arizona postsecondary institutions or basic peace officer academies, with awards distributed quarterly or semester-based contingent on satisfactory academic progress.

Unspent grant monies at fiscal year-end revert to the Department of Veterans' Services for use in other veteran programs and services.
