• Prohibits individuals from selling or transferring firearms unless both parties are licensed firearms dealers or the transfer is facilitated by a licensed dealer.

• Requires unlicensed firearm sales or transfers to be processed through a licensed dealer who must conduct background checks on the purchaser under 18 U.S.C. § 922(t) and state and local law.

• Allows licensed dealers to charge a maximum $20 fee to cover administrative costs for facilitating private firearm transfers.

• Exempts law enforcement, military personnel, gunsmiths, common carriers, shooting range loans, hunting loans to minors, family gifts, and antique firearms from the licensing and background check requirements.

• Establishes violation of this section as a Class 5 felony offense.
