Allows qualified electors not on precinct register to vote provisional ballots upon presentation of identification verifying residence in the precinct or by signing an affirmation of voter eligibility.

Requires county recorder to verify provisional ballots within 10 calendar days after general elections with federal offices, or within 5 business days after other elections.

Establishes procedure for counting partial provisional ballots cast in wrong precinct by creating duplicate ballots containing only votes for candidates and measures the voter was entitled to vote for in their residence precinct.

Requires county recorder to provide voters with notification at no cost of whether their provisional ballot was counted and the reason if not counted, through mail, toll-free phone, internet, or similar method with reasonable access restrictions.

Permits voters who moved within county but have not updated address to vote provisional ballot and correct voting records at their new precinct location.
