Amends Arizona law to allocate competency restoration treatment costs based on county population, with counties under 500,000 population receiving state funding and larger counties responsible for costs.

Requires the state to pay inpatient competency restoration treatment costs at the Arizona State Hospital for defendants in counties with populations less than 500,000 persons until competency is regained or treatment period expires.

Establishes that counties with populations of 500,000 or more must pay for inpatient competency restoration treatment costs and court-approved non-hospital programs.

Directs the Department of Health Services to refund all monies paid by cities and counties during fiscal year 2014-2015 for competency restoration treatment if proceedings occurred in counties with populations less than 500,000 persons.

Makes the amendments retroactively effective to July 23, 2014, and declares the act an emergency measure effective immediately.
