Creates a new Law Enforcement Information Sharing Division as the fifth division of the Department of Public Safety, to be added to existing divisions of highway patrol, narcotics enforcement, scientific criminal analysis, and training and education.

Establishes the Law Enforcement Information Sharing Division to implement and maintain a law enforcement information and integrated data network.

Grants the department director authority to establish additional divisions, or reorganize and consolidate existing divisions as needed.

Allows the department to establish district headquarters and stations throughout the state using existing facilities where possible.
