Amends Arizona Revised Statutes Section 16-409 to allow counties to conduct mail ballot elections for any elections administered by the county, including federal, state, and local elections.

Requires county board of supervisors approval by vote before a countywide mail ballot election can be conducted.

Mandates counties, cities, towns, and school districts conducting mail ballot elections to report findings to the president of the senate and speaker of the house of representatives by January 1 following each mail ballot election.

Required report must include voter turnout changes, cost comparisons to traditional elections, program improvement suggestions, frequency and severity of irregularities, voter satisfaction data, and number of nondeliverable ballots.
