Extends temporary authority period for ambulance services from 90 days to 180 days and allows up to three renewals instead of prohibiting renewals.

Requires the director to select an existing Arizona emergency medical services provider when available to provide services under temporary authority.

Mandates public notice and opportunity for public comment before renewing temporary authority to assess service level and provider satisfaction.

Modifies language in section 36-2233 regarding certificate of necessity exemptions for persons granted temporary authority under section 36-2242.

Declares the act an emergency measure operative immediately.
