Creates a new statute (A.R.S. § 13-2914) making it unlawful to wear masks, false whiskers, or other personal disguises for the purpose of evading discovery or identification while committing a public offense.

Prohibits wearing disguises for concealment, flight, or escape when charged with, arrested for, or convicted of any public offense.

Classifies violations of the disguise statute as a class 1 misdemeanor.
