Prohibits delegates from voting on or allowing consideration of unauthorized amendments; violators must be immediately recalled and replaced by alternates.

Requires delegates and alternates to take an oath swearing they will not vote for unauthorized amendments; violation of the oath constitutes a class 2 misdemeanor.

Mandates the legislature or authorized committee certify in writing to the convention the selection of delegates, recall and replacement of delegates, and nullification of any unauthorized votes.
