Changes the verb form from "shall commence" to "shall commence" and replaces "by him" with gender-neutral language to modernize the statute.

Maintains the requirement that if no purchaser is found for a property at sale, it is struck off to the municipality, with the city or town council appropriating funds from the general fund treasury for the purchase.
