Amends Arizona Revised Statutes section 3-107 to change the recipient of the Department of Agriculture's annual report from the "Arizona state library, archives and public records" to the "secretary of state."

Adds a new duty to the director under section 3-107 requiring compliance with title 41, chapter 6, article 1.

Amends section 3-368 regarding pesticide complaint enforcement to clarify grammatical language and modify the statute of limitations for issuing citations or notices of de minimis violations from six months to allow for written extensions up to an additional six months by agreement.

Establishes that if a citation or notice of de minimis violation is not issued within the applicable timeframe under section 3-368, the complaint is deemed dismissed.
