Amends Arizona Revised Statutes § 36-333.02 to establish documentation requirements for Native Americans born before 1970 who request delayed birth certificates.

Directs the state registrar to establish specific documentation requirements for this population and authorizes the director to review submitted documents that do not meet those requirements to determine whether to create and register a delayed birth certificate.

Exempts the Department of Health Services from rulemaking requirements under Arizona Revised Statutes Title 41, Chapter 6 for one year after the act's effective date to implement these changes.

Requires the Department of Health Services to provide public notice and opportunity for public comment at least 30 days before adopting or amending any proposed rules related to this act.
