Amends Arizona law governing multi-county water conservation district boards by adding a nonvoting tribal member position appointed by the governor.

The tribal member must be selected from a list of three persons holding elected tribal office, with two recommended by a statewide council of Indian tribes and one representing an Indian tribe with a population exceeding 100,000 persons.

The appointed tribal member serves a four-year term or until no longer holding elected tribal office, whichever is earlier, and can attend meetings, participate in discussions, serve on committees, and receive travel reimbursement but cannot vote.

Any vacancy in the nonvoting tribal member position is filled through the same appointment process, with the governor selecting from a list of three eligible tribal office holders.

The initial term of the nonvoting tribal member begins January 1, 2016.
