Establishes the Post-9/11 Veteran Education Relief Fund administered by the Department of Veterans Services, consisting of private donations, grants, and bequests to provide financial assistance to qualifying military veterans.

Creates a Post-9/11 Veteran Education Relief Advisory Committee with nine members including representatives from Arizona Board of Regents, educators, military/veteran members, and the public to determine fund usage and review financial assistance applications.

Allows qualifying military veterans eligible for in-state tuition to receive tuition assistance up to the amount charged in their last year of Post-9/11 Veterans Educational Assistance Act benefits, limited to universities designated as veteran supportive campuses.

Authorizes an income tax credit of up to $200 for single filers and $400 for married couples filing jointly for cash donations to the relief fund, with annual donations capped at $1 million total on a first-come, first-served basis.

Requires annual independent audits of the fund and mandates the advisory committee adopt rules for publicizing assistance availability, setting credit qualifications, and protecting awards for veterans who withdraw due to military activation.
