Increases minimum motor vehicle liability insurance limits for policies issued or renewed on or after June 1, 2016: bodily injury coverage from $15,000 to $25,000 per person, from $30,000 to $50,000 per accident, and property damage coverage from $10,000 to $25,000 per accident.

Maintains existing lower liability limits ($15,000/$30,000/$10,000) for policies issued, renewed, or reinstated on or before May 31, 2016.

Raises the required cash deposit or certificate of deposit amount for proof of financial responsibility from $40,000 to $75,000.

Allows insurers to exclude specific named individuals from coverage through written agreement with the named insured.

Applies changes to both owner's and operator's motor vehicle liability policies in Arizona.
