Amends Arizona Revised Statutes Section 15-2401 to expand the definition of "qualified student" eligible for empowerment scholarship accounts.

Adds a new category allowing children who reside with their biological or adoptive grandparent(s) more than 50% of the time to qualify for scholarships if the grandparent(s) are designated as primarily responsible for the child's care in a notarized statement signed by one or both biological or adoptive parents.

Requires a copy of the notarized statement to be furnished to the Arizona Department of Education to confirm eligibility.
