Amends Arizona Revised Statutes section 13-3302 to clarify exclusions from gambling laws that are considered unlawful conduct.

Allows licensed general hospitals, special hospitals, and cardiovascular research foundations to contract with outside agents for raffle management if proceeds fund medical research, graduate medical education, or indigent care, with raffles limited to three times per calendar year and outside agent fees capped at 15 percent of net proceeds.

Permits entities with at least a 20-year history of providing child abuse prevention and victim services to contract with outside agents for raffles under the same conditions as medical institutions (three raffles annually, 15 percent fee cap), with proceeds dedicated to child abuse prevention and victim services.

Maintains existing raffle restrictions for nonprofit organizations, historical societies, and booster/civic/political clubs regarding member participation and pecuniary benefits.
