Amends Arizona Revised Statutes sections 19-123 and 19-125 regarding initiative and referendum procedures.

Requires the publicity pamphlet for ballot measures to include a notice stating: "pursuant to Proposition 105 (1998), this measure cannot be changed in the future if approved on the ballot except by a three-fourths vote of the legislature and if the change furthers the purpose of the original ballot measure, or by referring the change to the ballot."

Mandates that official ballots display the Proposition 105 notice immediately before the first proposed initiative measure and immediately before the first proposed measure submitted under referendum.

Applies the Proposition 105 disclosure requirement to both the publicity pamphlet and official ballots for statutory measures.

Clarifies ballot formatting requirements by specifying where the notice must appear and how descriptive titles and yes/no voting effects must be presented to voters.
