Requires school districts and charter schools to adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2016, with exception if not economically feasible.

Amends energy conservation standards for public buildings requiring state agencies to reduce energy use by 20 percent per square foot by July 1, 2023, and mandates all new or leased state buildings conform to LEED green building rating standards.

Establishes energy and water efficiency fund for public facilities administered by Arizona Commerce Authority with $10 million in loans available to state agencies, universities, cities, towns, counties and political subdivisions for energy and water conservation measures.

Requires state agencies, universities, school districts and community college districts to purchase at least 10 percent of energy from green sources by July 1, 2020, and mandates existing state buildings over 50,000 square feet conform to LEED standards by July 1, 2020.

Creates Green Public Schools Task Force to identify retrofit procedures, recommend model green cleaning policies, and make financing recommendations, with report due November 1, 2016; task force repeals December 31, 2016.
