Gives preference to Arizona bidders over nonresident bidders when there are two or more identical low bids from responsible bidders for state contracts.

Requires purchasing agencies to add a percentage increase to nonresident bids equal to the in-state preference percentage given in the bidder's home state, based on a list published annually by the department by January 1.

Defines "Arizona bidder" as a business that is authorized to transact business in Arizona, has maintained its headquarters in Arizona for at least 12 consecutive months before bidding, and has paid all assessed taxes.

Defines "headquarters" as the principal central administrative office where primary business functions including financial, personnel, administrative, legal, and planning services are performed.
