Prohibits municipalities, counties, state agencies, and districts from basing licensing decisions on requirements or conditions that are not specifically authorized by statute, rule, ordinance, or code.

Requires organizations to avoid duplication of other laws and dual permitting to the maximum extent practicable unless specifically authorized.

Bans requests or initiation of discussions asking persons to waive their rights in licensing matters.

Allows private civil actions against municipalities, counties, the state, and districts for violations, with courts authorized to award reasonable attorney fees, damages, and all fees associated with license applications.

Requires all four types of licensing entities to prominently print the bill's provisions on all license applications in print or electronic format, and makes violations by employees subject to disciplinary action or dismissal.
