Amends Arizona Revised Statutes section 28-4460 regarding factory competition and unfair discrimination against motor vehicle dealers.

Adds new subsection allowing factories to sell, lease, or provide vehicles and services directly to retail consumers if the factory has no established business relationship with a dealer in the state before the amendment's effective date and operates a service center in Arizona to handle repairs, warranty, and recall issues.

Modifies definition of "factory" to clarify that entities solely engaged as new or used motor vehicle dealers or trailer manufacturers are excluded from the definition.

Makes technical corrections including changing "Arizona" to "this state" in two locations and updating "per cent" to "percent" for consistency.
