Establishes annual transfer of $3 million from the Arizona Job Training Fund to the Department of Economic Security for operating vocational rehabilitation services.

Requires minimum 25 percent of appropriated job training fund monies be used for training small businesses with fewer than 100 employees.

Requires minimum 25 percent of appropriated job training fund monies be used for training businesses in rural areas, with businesses meeting both criteria counting toward both minimums.

Caps incumbent worker training at no more than 50 percent of fund monies and limits individual grants to no more than 10 percent of estimated annual fund deposits.

Prohibits fund reimbursement for fringe benefits, recruitment bonuses, relocation costs, and certain other employer expenses; defines "rural area" and "small business" for program purposes.
