Amends Title 36 of Arizona Revised Statutes by adding Chapter 19.1 to regulate limited service pregnancy centers (pregnancy counseling organizations and crisis pregnancy centers that do not perform abortions or make abortion referrals).

Requires all materials and information provided by limited service pregnancy centers to pregnant women be scientifically accurate and evidence-based as determined by medical organizations or physician groups; violation is a class 1 misdemeanor.

Mandates limited service pregnancy centers receiving state money provide comprehensive, nondirective reproductive health counseling and information on planning, birth control, pregnancy, and postpartum health; employee violation is a class 1 misdemeanor.

Requires centers to display prominent bilingual (English and Spanish) signs at entrances stating "This center is not a licensed medical facility" in at least 48-point font on 8.5 by 11-inch signs; violation is an unlawful practice enforceable by the attorney general.

Establishes civil penalties of up to $10,000 per intentional violation of accuracy or counseling requirements, with separate penalties for each day of continuing violation, allowing recovery of investigation costs, court costs, and attorney fees.
