Amends Arizona law governing School Tuition Organization (STO) scholarships to clarify that organizations cannot award scholarships solely based on donor recommendations.

Allows donors to recommend student beneficiaries, but requires STOs to consider donor recommendations among other factors rather than making recommendations the sole basis for awards.

Requires STOs to consider the financial need of scholarship applicants when evaluating applications and awarding scholarships.

Maintains existing requirement that STOs allocate at least 90 percent of annual revenue from contributions to educational scholarships or tuition grants.

Continues prohibition on donors designating student beneficiaries as a condition of contributions and requires STOs to include notice to donors about these restrictions in solicitation materials and on their websites.
