Amends Arizona Revised Statutes section 39-127 to allow a victim's attorney to receive free copies of police reports and court records on behalf of the victim in Part I crime cases.

Extends the same attorney access provisions to victims of delinquent acts (juvenile offenses) that are classified as Part I crimes under the statewide uniform crime reporting program.

Defines "attorney" for purposes of the statute as any person in good standing with the bar of any U.S. state, possession, territory, commonwealth, or district who is not under any court order restricting their law practice.

Maintains existing victim rights to free police reports and relevant court records, now including access through victims' attorneys in addition to the victim or immediate family members.
