Amends Arizona Revised Statutes Section 15-1402.01 to allow provisional community college districts to begin the accreditation process with a minimum of 250 full-time equivalent students instead of requiring 900 students.

Allows provisional community college districts to pursue accreditation from a regional accrediting agency recognized by the U.S. Department of Education or the Council on Postsecondary Accreditation at the lower enrollment threshold.

Maintains existing requirements for provisional districts to operate for at least 5 years, hold public meetings on conversion, adopt a board resolution, and maintain regional accreditation oversight with another community college district.

Permits the governing board to call elections to seek voter approval for property tax levy increases under specified conditions once conversion resolution is adopted.
