Amends Arizona Revised Statutes section 15-393 to change eligibility for joint technical education district (JTED) funding for ninth-grade students from grades 10-12 to grades 9-12.

Removes language restricting ninth graders from student count and average daily membership calculations, allowing them to be included in JTED funding similar to tenth through twelfth graders.

Permits ninth-grade students in career and technical education courses to be funded using monies generated by the five cent qualifying tax rate authorized for JTEDs.

Changes requirements that only students in grades 10-12 be included in approved JTED program calculations to instead include grades 9-12 students.

Makes technical corrections replacing "per cent" with "percent" in existing statutory language.
