Amends Arizona financial institution laws to add superintendent authority to enforce federal military lending protections under 10 U.S.C. § 987 and 32 CFR Part 232.

Requires the superintendent of financial institutions to allow access to the Federal Trade Commission's Military Sentinel Network to assist in enforcement of military lending protections.

Makes violations of the John Warner National Defense Authorization Act's military lending protections a violation of Arizona's secondary motor vehicle finance transaction laws.

Authorizes the superintendent to suspend or revoke any other department license held by a person whose license has been suspended or revoked for violations related to secondary motor vehicle finance transactions.

Modifies provisions governing secondary motor vehicle finance transactions (title loans) to incorporate federal military lending compliance requirements.
